California Department of Food & Agriculture (CDFA) Animal Care Program
Following the approval of Proposition 12 (Farm Animal Confinement Initiative) in November 2018, requirements began development to protect the welfare and care of livestock in agriculture. With the intent of allowing Californians access to food that is sourced both humanely and sustainably, the new CDFA Animal Care Program’s regulations for animal confinement have been finalized and effective as of September 1, 2022. Requirements vary based upon the type of animal, but broadly speaking the law prohibits farm owners or operators to knowingly cause cruel confinement. It also bans business owners or operators from knowingly engaging in in-state sale of covered products that were obtained from animals confined in a cruel manner. Items covered include shell eggs, liquid eggs, whole pork meat, or whole veal meat.
